The movie is produced by Sanjay Gupta and Bhushan Kumar. The story of the film revolves around how Bombay became Mumbai. While talking about the film, Gupta in a statement said, "25 years, 17 films later I had to give my audience something bigger and better. Mumbai Saga is by far my most ambitious film which needed a visionary producer. And I am grateful to Bhushan Kumar for putting his faith and might in it. It is one such story that needs to be said on screen.”

Talking about the roping in John and Emraan, Gupta had earlier said, "It’s my 3rd outing with John and I'm super excited to work with Emraan, I have always wanted to work with him and I am back to my base of film making, gangster dramas and all I can say is, it’s good to be home.”

Mumbai Saga brings Sanjay Gupta back to the genre of gangster drama. His last directorial was Hrithik Roshan and Yami Gautam starrer Kaabil which was a revenge drama. Before that he made Jazbaa with Aishwarya Rai Bachchan which was a thriller. 2013 release Shootout at Wadala was the last gangster drama Gupta directed.
